With reference to your letter of the 2nd October 1903, No: 35729, on the subject of the charge for Water Supply at Hong Kong; I am commanded by the Lords Commissioners of the Admiralty to acquaint you for the information of the Secretary of State for the Colonies, that having regard to the special circumstances under which it was agreed to charge the Military Authorities the rate of 10 cents per 1,000 gallons, My Lords do not desire to press for the extension of such rate to the Admiralty.

2. The Admiralty are, however, very large consumers, to the extent of approximately 9 million gallons annually for Hong Kong and Kowloon, and My Lords feel that they are therefore entitled to much more favourable terms than ordinary consumers of the Civil Community.

In this connection it may be observed that in Agreements come to with Water Authorities for the supply of Naval Establishments at Home where their consumption is very large in comparison with that taken by the ordinary consumer, My Lords are granted very advantageous terms.

3. In view of the above, I am accordingly to ask whether some reduction cannot be made in the charge of 50 cents per 1,000 gallons for water supplied for Naval purposes.

4. My Lords have been in communication with the Army Council on this subject and a similar representation will be made by that Department in regard to the supply to Military properties which are not included in the special rate of 10 cents per 1,000 gallons.
